REmove weeds from existing flower bed in backyard and replace with new soil and sod

This work was done last summer, with the promise that if the seed did not grow in properly, that it would be completely re-sodded.
As of May 2019, he has failed to deliver on his promise and has made no attempt to honour his promise to restore the grass.
We will not be using O'Connor's again as he has not solved the the bare spots and the area has to be completly re-sodded.

Any advice to offer fellow homeowners facing a similar project?

I found O'Connors on homestars and they were the only lawn maintenance co. that seemed interested in helping us with the work needed.
I also asked Gordon for a quote for grass cutting for next season. He was very helpful and did a great job removing the weeds that had grown due to our own neglect this season, put new topsoil down and then seeded the entire area.
HE promised us that if the grass seed does not grow after a few weeks, he would replace with sod to make sure the area is restored.
It is nice to know that there are some people out there in the industry that will take on a small job, will not inflate the price to discourage you and end up getting a larger job in the future.
Thank you Gordon and your wife, I always like giving the small guys a chance to build up their business.
We will be calling him back next season for all our lawn maintenance needs.
