Flat roof on 40 year old residential house

These guys put in a torch on and neglected to plan for the future or even the present water load. We have two scuppers for about 900sq feet and the roof has the predictable sag in the middle which is totally expected for a flat roof. Our foundation shows no cracks and there are no cracks in drywall in the house from shifting. The scuppers are too high to allow for flow into the drains so water covers THE ENTIRE ROOF and sometimes a couple inches in depth if a leaf covers the barely working scupper. Did I mention we are down to one functioning scupper because they didn't measure the slope? The scupper was left too high and the layers of torch on made a lip at the entrance that prevents water flow. When the estimator came back a couple times he told us the scuppers were lowered and they wouldn't go any lower. Another company said the scuppers can go down a few inches easily. And when we suggested we would pay for part of the cost of going back and fixing the scuppers they are not interested in taking responsibility for their lack of foresight and seem quite patronizing about our situation. The owner never even came out to see what the deal is so you can tell how interested they are in fixing their mistake. And don't get me started on the exposed caulking around the seams around the chimney and the cap that's not torched and the flashing that's too short.
