Last summer I paid Hillcrest to prepare for a water meter from Surrey. They did the work promptly and I made the mistake of paying in full. Then they needed to apply to Surrey for an inspection so a meter could be installed. Despite many emails back and forth, they did not apply properly until I finally got someone from Surrey to contact them and walk them through the application process.This took 2 1/2 months. When the inspection was finally done, it did not pass for 3 reasons. They had to return and dig up my lawn again in order to comply with Surreys regulations. It did pass after the second inspection. However it had been 3 months since I hired them. In that time I continued to pay Surreys charge of $500 for 3 months of unmetered water.
