Revive in Toronto

I purchased several windows with an energy rating of 34. installation was completed and stickers on 6 of the windows revealed that they were rated below 34. I phoned simcoe glass multiple times and sent them email asking why they are rated below 34 and what can be done to switch the windows but Alan, the sales rep insisted that the windows are rating 34. said he was going to email me an invoice. I have not received anything after several attempts.
